Archbishop Angel Lagdameo, president of the Catholic Bishops Conference of the Philippines said the money is, "Better spent on education and poverty alleviation projects."
The archbishop said all forms of condoms, birth control pills and other artificial methods were against "nature and God's law."
Archbishop Lagdameo added, "They are wrong because the Church forbids them as they destroy the fruitfulness of human reproductive capacities given by the Creator and hence are morally wrong."
The archbishop also disagreed with the Philippine Congress' proposal to spend at least $22 million for condoms and birth control pills to be supplied to the less fortunate.
According to the Asian Development Bank, the Philippines population has now grown to over 87 million, topping Asia's highest birth rates at 2.3 percent annually.
The Philippines health authority has warned Filipinos that if the birth rate cannot be reduced, the country will double its population in the next 30 years.
