A new change in policy blows in to the Windy City on Monday - snuffing out smokers' rights. Some call it the clean air issue. Others say the new smoking ban will hurt Chicago's restaurant industry. But the arguing is over when the no smoking rule goes into effect at most public places tomorrow.

The ordinance that was approved 45-1 by City Council in December, prohibits smoking at nearly all public places, including indoor sports arenas and the hallways and elevators of apartment buildings.

The ordinance also covers common areas in residential buildings and trailer parks. Smoking opponents say they hope Chicago's smoking ban will persuade other Illinois and Midwestern communities to follow suit.People can keep puffing in bars, which don't have to change smoking policies until 2008. On Monday, smokers can not light up in sports arenas, malls or on public transportation. No butts about it -- they can't smoke within 15 feet of non smoking businesses.

Seventy city inspectors will start checking for compliance with the new law this week.
