It cites the President's Cancer Panel report that found one-third of the nation's cancer deaths are preventable and due to tobacco use.
Tobacco-related disease remains the leading cause of preventable death in the United States, killing over 438,000 people each year, the report says.
"Progress has been made in each of the six years since this report was first released, but the overwhelming human toll caused by tobacco adds urgency to the need for meaningful policy change," it says.
The annual report card looks at federal and state tobacco control legislation and policies in smoke-free air, cigarette tax, tobacco prevention spending, and youth access to tobacco products.
