Hemant Patel says he was "deeply disappointed" the proposed new measure fell short of a complete ban on smoking. He says, "It is simply not acceptable that the people of England and Wales will not enjoy the same protections as the people of Scotland and Northern Ireland | | British cabinet officials are split on the decision to enforce a smoking ban across the country's many pubs and restaurants. The cabinet could not agree on whether to include all pubs and restaurants in the ban or for only a limited number. The British Beer & Pub Association says the industry is moving toward smoke- free pubs by 2009, although it wants to maintain separate rooms where customers can smoke if they choose to do so | | Wisconsin Gov. Jim Doyle plans to veto a ban on human cloning. The ban was approved Wednesday by the state legislature.
