Government Officials delayed the final decision on whether to sell emergency contraception without a prescription. As it stands, they agree that the pill is safe to sell over-the-counter to adults, but there are still concerns about keeping the pill away from teenagers.

The Food and Drug Administration postponed the final decision for 60 days in order to figure out how to enforce the age restriction for the pill.

"Enforceability is the key question," said FDA Commissioner Lester Crawford.

The drug's maker, Barr Pharmaceuticals, criticized the decision, questioning how the agency could acknowledge that scientific evidence supported non-prescription sales and yet not allow those sales to begin.

"It's like being in purgatory," said Barr chief executive Bruce Downey.
