The medical data of 2,900 Toronto hospital patients was stolen when a doctor's car was robbed and his laptop stolen in January.
Ann Cavoukian said the Hospital for Sick Children, which owned the thieved laptop, should encrypt patient data taken out of the hospital on laptops so the information won't be understood if it falls into the wrong hands.
Cavoukian said in her report Thursday, "There is no excuse for unauthorized access to personal health information due to the theft or loss of a mobile computing device."
The laptop in question was taken from the hospital by a doctor and researcher who had intended to work on some things at his home.
On the way home, the doctor stopped in a Toronto parking lot when the laptop was stolen out of the locked car while he stepped away for a few hours.
